iPhone 4S purchase in Hong Kong as difficult as getting a foriegn country visa?

Due to reports of bots and various reseller apps which have flooded Apple’s online system in Hong Kong, the company has made a long and difficult procedure for purchasing iPhone in Hong Kong.

According to a report, buyers have to register their passport numbers first. Users are then required to register Apple daily page after which raffle draw takes place and names are announced for those who win vouchers to purchase the iPhone 4S. Doesn’t it seems as if one was applying for a visa? Initially when iPhone 4S launched, users were required to do through simple registration to make purchase, but with time Apple shifted to such a method to avoid bots and fake buyers. What do you think made Apple do this?
